The explanation for that is so elementary I'm surprised it's a question... There's no possible way to make it just harder for those with bad intentions... All you do by trying that is make it easer for those with bad intentions to succeed in killing lots of people before a good guy can stop them... Those reasons are laid out in the Islamic texts... Those reasons are for the purpose of spreading Islam... It's impossible for Islam to spread if our governments didn't take those actions...
